Yuri has an interesting psychology.
He didn’t have any other guiding figures to give his love to except Yor, which makes it easier to attach himself to her. They were both orphans with no one but each other.
Yor encouraging his childish fantasies instead of educating him otherwise definitely did not help with his attachment issues. It’s not really her fault as she’s well… Yor.
However, the character development path for Yuri is obvious in that he’ll get over his sister complex eventually.

When it comes to this story, it’s easy to think “They’re gonna find out at some point” about the secret lives
^But as time goes on, you start to realize that A) they consistently don’t build toward that, and B) at the end of the day, it doesn’t even really matter, because this family is real even with the secrets 😛
Still baffles me that Loid found out within minutes Yuri is in the Secret Police but STILL doesn’t know Yor is an Assassin
This episode really does hit the feels, especially with Loid starting to show doubt and guilt for suspecting Yor.
Yuri wasn’t the one who stopped the kiss Yor stopped herself because she couldn’t go through with it so she tried to slap Loid but missed and his Yuri.
Serious Siscon, and Yandere for her too. He’d wipe out the rest of the world to keep her safe.

Yuri’s antics may be comedic but it’s also quite sad and interesting to analyze. When it comes to this kind of stuff, it’s easy for “regular” people like us to wash it off as creepy, obsessive and even incestuous to an extent. However, in in the end, these kind of attachments occur because of the lack of a “normal” family. For the average, “normal” siblings, there are four main reasons why they don’t fall in love. The biggest reason is societal. Modern society (almost everywhere) deems such feelings to be immoral, abnormal and (for a lack of a better word) gross if siblings develop romantic feelings. The next reason is that it is illegal pretty much everywhere. The third reason is biological (of course, technically like any couple that can’t naturally reproduce, you can adopt and whatnot). The last reason is more of a theory rather than fact and it is called the Westermarck Effect, which essentially hypothesize that children at a very young age (6 or younger) that live in close proximity to each other tend to produce a sexual AVERSION towards one another. Basically, living with your sibling for so long makes you see their worst parts and seeing their stupid faces everyday pretty much turns you off. At least, when it comes to regular families. That’s why I think its different in Yuri’s case. I’m not a manga reader so I don’t completely know their backstory but from what I can see from the few flashbacks is that they were orphans at a very young age (or neglected, not sure if they mentioned the parents were dead or just not there) and as a result, he developed a strong dependency on his older sister who has always taken care of him at such a young age. That plus his misunderstanding that she’s working herself to death. Without the regular childhood that normal siblings have where they take everything for granted and siblings bicker like they are mortal kombat fighters, Yuri just simply lacked that.
Fun fact: Kids know when their parents are not getting along they don’t need telepathy.
He probably disguised himself as an actual officer in the chance Yor knew all the officers. If he had shown up disguising as not one of them and if Yor knew all of them then he would effectively outing himself as a fake.
I do think Loid (subconsciously) cares for Yor, but he keeps being pushed away by his dedication to the mission as well as by the agency (specifically Franky). While Yor doesn’t really have anything “inhibiting” her, so to speak, Loid just needs to get out of his current mentality.
