i had a problem like that with a gtx 1070, random black screen and graphics card fans at max, i tried everyting but nothing worked, i ended up changing the power suply and graphics card
Hopefully u tested psu unit, I had the same EXACT issue it ended up being psu unit, even thou it was new, got a new unit & no more issues
Did you not even bother to re-paste the processor in the gpu?

I had same issue, but for me was the bad RAM.

Pretty much a tweak on cpu or ram gone wrong. They should for once in their life go into the bios and do a settings reset. Nothing wrong with those components…they are simply the worst ever PC repair shop

Yeah if the card is within warranty return it. If not install new thermal pads on the memory chips, make sure it’s making contact with the thermal plate. Replace the thermal solution on the GPU with Artic Silver or Thermal Grizzly solutions. Next undervolt the GPU MAH by 3-10%. This will take a load off the VRMs and make the card more energy efficient. If available, update the video card bios, or reset the bios if your card has the bios switch. Lastly ensure the card is running at proper PCI-E 3-5.0 specs. Not all motherboards default to the card PCI-E version. You have to enable it on some boards.
With that said I’ve had several cards fixed using the steps above. My GTX 1080 was missing thermal pads on the memory chips, replaced and solved my 15-30 minutes before crashing. My RX 290X GPU ran hot and would randomly crash. Replaced the thermal paste, and memory pads, problem solved. My RX 6700XT would randomly crash despite low-temperatures. Adjusted MAH dropping from 1200 to 1160, problem solved.
