just now I checked my iPhone 13 I saw the update, when I try to download its getting back and showing 15.5 version and up to date.

Had major battery drain on ios 15,5 with iPhone 13 so hope this fixes it!

There is no update available for the iPad Mini 6 at all.
The update is only showing on iPhone 13 Pro Max and iPad Pro 2021.

You have all the devices instead of assuming why not update yours before you come on YouTube stating partially false information
