It has reasoning to it, allegedly… effectively, the noise cancelling was too good and the effects were reduced on the high lows to mids so people would be able to hear traffic and such if they were walking in the street. Consider it more for safety while noise cancellation is enabled while a person is around heavy traffic.

For safety. They made it filter out less of the lower frequencies so you can hear vehicles and other things like that.
