I’m not sure #2 makes sense. Devices with lithium batteries and even spare lithium batteries up to a certain capacity should be placed in carry ons. Yes security might scrutinise certain items more such as a portable car jump starter but if it’s protected from use or in its package it’s fine. Lithium battery devices should be accessable during flight in case of problems, not stored in a cargo hold which although there is a fire extinguishing and suppression system, any such problems would result in a diversion to the nearest suitable airport. So these things should be where they can be accessed and taken care of immediately and cabin crews are trained to deal with this.

This is really bad advice. Lithium ion batteries are SUPPOSED to go in your carryon and NOT in checked baggage specifically due to the fact they have a higher risk of setting alight which you want to be able to easily access and have flight crew put out the flames vs. being in the cargo hold where nobody can extinguish the flames.
